НБУ послабив гривню на копійку щодо долара

Національний банк України встановив на 1 жовтня курс 28 гривень 31 копійка за долар, це на 1 копійку більше за офіційний курс на останній день вересня.

Регулятор не встиг повноцінно відбити тенденції міжбанківського валютного ринку, де всю другу половину дня 30 вересня національна валюта посилювалася. Станом на 16:25, за даними Finance.ua, котирування впали до 28 гривень 28–30 копійок за долар.

Ще в середині серпня долар оцінювався на міжбанку дешевше більш як на гривню, 17 серпня торги завершилися на рівні 27 гривень 23,5–25,5 копійки за одиницю американської валюти.

За один місяць міжнародні резерви України скоротилися майже на 10% – голова Ради НБУ

Міжнародні резерви України станом на 29 вересня становили 26,5 мільярда доларів. Про це повідомив у фейсбуці голова Ради Національного банку України Богдан Данилишин.

«Обсяг міжнародних резервів, який на 29.09.2020 становив 26,5 мільярда доларів, є достатнім для стабілізації надмірних коливань на валютному ринку», – повідомив Данилишин.

За даними НБУ, станом на 1 вересня 2020 року міжнародні резерви України складали понад 29 мільярдів доларів. Таким чином, упродовж місяця міжнародні резерви скоротилися на 2,6 мільярда доларів, або майже на 10%. Скорочення міжнародних резервів відзначено вперше за останні чотири місяці.

У вересні НБУ доводилося продавати іноземну валюту для уповільнення девальвації гривні щодо долара США. Попри зусилля регулятора, за півтора місяця національна валюта втратила щодо долара понад гривню.

German Chancellor Imposes New COVID-19 Restrictions

After consulting with Germany’s 16 regional governors, German Chancellor Angela Merkel Wednesday announced new restrictions on the size of gatherings to prevent the country’s coronavirus infection figures from accelerating.At a Berlin news briefing following her virtual meeting with the governors, Merkel said she wants to act regionally and address the virus where it is surging rather than shut down the whole country, which she said should be avoided at all costs.  “In order to achieve this, we must have minimum standards for certain frequencies of infections,” said Merkel.The German chancellor said in places where there are more than 35 new infections per 100,000 residents recorded in a week, the number of people attending gatherings at public or rented facilities should be limited to 50 and no more than 25 should attend events in private homes.She said that where infections hit at least 50 per 100,000 residents, those figures should be cut to 25 and 10 respectively.Merkel said she expects the rate of infection to rise as the change in weather means more people will spend time inside in the coming months. She said the number of daily infections could rise to 19,200 in three months if the rate of infection continues as it has over the past three months.  “This underlines the urgency for us to act,” said Merkel.The chancellor also discouraged travel to high risk areas in Europe in the coming months, saying staying in Germany was a good option. She said low risk European nations such as Italy might be a good option, noting the number of COVID-19 cases are very low there now and “they are acting very carefully.”Johns Hopkins University reports Germany has over 289,000 confirmed cases of coronavirus and just over 9,450 deaths.

На українському міжбанківському валютному ринку триває тенденція останніх тижнів, яка полягає у повільному, але постійному знеціненні гривні. В останній день вересня станом на 13:00 котирування становили 28 гривень 30,5–32 копійки за долар, свідчать дані Finance.ua.

У перші години торгів котирування були ще вищими, тому Національний банк України встановив довідкове значення курсу 28 гривень 32 копійки за долар, це на 2 копійки вище за офіційний курс на сьогодні.

Ще в середині серпня долар оцінювався на міжбанку дешевше більш як на гривню, 17 серпня торги завершилися на рівні 27 гривень 23,5–25,5 копійки за одиницю американської валюти.

Опівночі 25 копійок та старі банкноти перестають бути платіжним засобом

Старі банкноти та 25-копійкові монети перестануть бути платіжним засобом в Україні о 23:59 30 вересня. Про таке рішення Національний банк України повідомив раніше цього місяця.

«По-перше, монети номіналом 25 копійок та усі банкноти гривні старих зразків, уведені в обіг до 2003 року, перестають бути засобом платежу під час здійснення розрахунків готівкою та будуть вилучені з обігу з 1 жовтня 2020 року. По-друге, Національний банк буде активніше виводити з обігу паперові банкноти 1 і 2 гривні і монети 1 гривня зразка 1996 року, замінюючи їх на відповідні обігові монети зразка 2018 року», – розповіли в НБУ.

Регулятор повідомив, що громадяни зможуть без обмежень та безкоштовно обміняти монети номіналом 25 копійок та старі банкноти, уведені в обіг до 2003 року, на монети та банкноти інших номіналів і зразків упродовж наступних трьох років.

До 30 вересня 2021 року це можна буде зробити в усіх українських банках. Після цього і до 30 вересня 2022 року старі монети та банкноти прийматимуть НБУ, «Ощадбанк», «Приватбанк», «Райффайзен Банк Аваль» та ПУМБ.

Transgender People Still Criminalized in 13 UN Member States, Report Finds

At least 13 United Nations member states still criminalize transgender people, while others use morality and indecency laws to crack down on the trans community, a report showed on Wednesday.Nigeria, Oman and Lebanon are among the nations with explicit anti-trans laws, according to the latest Trans Legal Mapping Report by LGBT+ rights group ILGA World.The research details trans legislation and policies in 143 U.N. member states and 19 other jurisdictions.Many other countries apply “seemingly innocuous” regulations covering offenses such as “public nuisance, indecency, morality [and] loitering” to police trans communities, the report said.However, at least 96 U.N. member states now have provisions for legal gender recognition, according to the research.Violations of trans rights occurred across the world, said ILGA World’s director of programs Julia Ehrt.”Some of the more shining nations when it comes to legal gender recognition are based in the global south, such as Argentina,” she added.Eight years ago, Argentina joined a handful of countries that let trans people change their gender on official identity documents without physical or psychological tests.In Britain, there has been a ferocious debate in recent years over reforming the 2004 Gender Recognition Act, pitting some feminists against parts of the trans community.The British government launched a consultation two years ago on overhauling the law to allow “self-ID” in England and Wales — a reform opponents said could allow predatory men access to women-only spaces such as toilets.”In the UK, the debate is particularly fierce when you compare it with other debates in European states and I think [it] has, in a certain way, been exported to many of the other Commonwealth countries,” Ehrt said.The report also highlighted some positive developments for trans people over the past two years.Nine countries have taken steps to make it easier for people to change their name and gender classification on official documents such as birth certificates since 2018.British lawmaker Crispin Blunt, chairman of the All-Party Parliamentary Group on Global LGBT+ Rights, said the government’s decision to scrap the “self-ID” proposal meant it was “a particularly wretched time in the UK.””Britain continues to claim global leadership on LGBT+ rights but has just decided not to update its own processes,” Blunt said.”Now 25 nations, with more to follow, show us a better example of how to respect the basic human rights of trans and gender diverse people,” he added.

Britain, Canada Sanction Belarus’ Lukashenko, Top Officials

Britain and Canada have imposed sanctions on Belarusian President Alexander Lukashenko, his son and other top officials for allegedly rigging the country’s presidential election and committing acts of violence against protesters.The sanctions are the first imposed by major Western powers against Belarusian government officials and subject them to an immediate travel ban and asset freeze.Lukashenko’s post-election crackdown has resulted in the arrest of more than 12,000 people who participated in mass demonstrations that erupted after he claimed victory in an election that opponents allege was stolen. Assange May End Up at Colorado Supermax Jail, UK Court Told

WikiLeaks founder Julian Assange would have to be “almost dying” to get out of arguably the most notorious prison in the United States if convicted of espionage charges and sent there, a court at London’s Old Bailey heard Tuesday.
Assange, who is fighting an extradition request from the U.S., would likely be sent to the federal Supermax prison in Florence, Colorado, if convicted, according to Maureen Baird, a former warden at the Metropolitan Correctional Center in New York.
U.S. prosecutors have indicted the 49-year-old Assange on 17 espionage charges and one charge of computer misuse over WikiLeaks’ publication of secret American military documents a decade ago. The charges carry a maximum sentence of 175 years in prison.
Assange’s defense team says he is entitled to First Amendment protections for the publication of leaked documents that exposed U.S. military wrongdoing in Iraq and Afghanistan. They have also said he is suffering from wide-ranging mental health issues, including suicidal tendencies, that could be exacerbated if he ends up in inhospitable prison conditions in the U.S.
Baird said Assange would likely face the most onerous prison conditions that the U.S. can impose, conditions that she has seen lead to an array of mental health issues, including anxiety and paranoia.
“From my experience, of close to three decades of working in federal prisons, I would agree that long term isolation can have serious negative effects on an inmate’s mental health,” she said.
She said Assange would likely be held under special administrative measures, or SAMs, if extradited to the U.S., both in pre-trial detention and after any conviction, because of national security concerns within the U.S. government.
Under these measures, which are at the discretion of the U.S. Attorney General and have been used on convicted terrorists, inmates spend almost the whole day confined in their cells with no contact with other prisoners and little contact with the outside world. She said there was little, if no, flexibility for wardens to ease the restrictions.
“There is no grey area, it’s all black and white,” she said.
Given that likely SAMs requirement, Baird said the “only place” for him to go would be ADX Florence in Colorado “unless there was a severe change in his medical status.”
Citing the example of convicted terrorist, Mustafa Kamel Mustafa, Baird said Assange would have to be “almost dying” to be sent to another facility.
Mustafa, who is also known as Abu Hamza and used to be a cleric at the Finsbury Park Mosque in London, was extradited from the U.K. to the U.S. in 2012. He has had his two arms amputated and is blind in one eye. SAMs were imposed on him soon after extradition and he has for the past five years been housed in a special secure unit of ADX known as H-Unit.
Lindsay Lewis, a New York attorney who has represented Mustafa, told the court in written testimony that Assange would “in all likelihood wind up in this unit as well” if held under SAMs and sent to ADX.
“There is no reason to conclude that SAMs imposed on Mr. Assange would be any less arbitrary, oppressive, or difficult to challenge, should the U.S. government determine, in its apparently unbridled discretion, that they are appropriate,” she said.
The facility is also home to Unabomber Ted Kaczynski, Mexican drug lord Joaquin “El Chapo” Guzman, 1993 World Trade Center mastermind Ramzi Yousef and Zacarias Moussaoui, the only man ever convicted in a U.S. court for a role in the Sept. 11 attacks.
The court has heard how one former warden at the prison, Robert Hood, has described the Supermax prison as a “fate worse than death” that was “not built for humanity.”
It is thought that, if extradited, Assange would be first moved to the pre-trial facilities at the Alexandria Detention Center in Virginia.
Lawyers acting on behalf of the U.S. government have claimed that Assange’s mental state is not as bad as his lawyers say and that he wouldn’t be subjected to improper conditions.
Clair Dobbin, a lawyer acting on behalf of the U.S. government, said SAMS were only “speculative” and reviewed regularly. She also said they have been removed from some inmates at the Colorado prison.
Assange’s extradition hearing, which was delayed by the coronavirus pandemic, is due to end this week.

Reggaeton Redemption: Balvin, Bunny Top Latin Grammy Nods

At last year’s Latin Grammy Awards, popular reggaeton and Latin trap musicians such as J Balvin, Bad Bunny and Ozuna were dismissed in the show’s top categories. This year, they dominate.
Balvin scored a whopping 13 nominations for the 2020 Latin Grammys, including two nominations for album of the year and two for record of the year. The Latin Academy announced Tuesday that Bad Bunny and Ozuna are behind Balvin with nine and eight nominations, respectively.
Balvin has a chance to win his first album of the year prize — a category with 10 contenders — thanks to his fifth solo album “Colores” and “Oasis,” his collaborative project with Bad Bunny. Other nominees include Bad Bunny’s sophomore release “YHLQMDLG” as well as albums from Ricky Martin, Carlos Vives, Jesse & Joy, Kany García, Natalia Lafourcade, Camilo and Fito Paez.
For record of the year, which also has 10 nominees, contenders include popular hip-hop-flavored Latin songs that have dominated the Latin music charts and earned hundreds of millions plays on streaming services, with some even reaching the billion-mark on YouTube, including Karol G and Nicki Minaj’s global hit “Tusa” and “China” by Anuel AA, Daddy Yankee, Karol G, Ozuna and Balvin. Other nominees include Balvin’s “Rojo” and Bad Bunny’s “Vete.”
“Tusa” is the sole Latin trap nominee in the song of the year category, where 11 tracks are in contention. It’s a departure for Karol G, who didn’t receive a single nomination last year and was part of the group of uber-successful Latin trap and reggaeton artists who were dissed in top categories like album, song and record of the year.
This year, the Colombian performer who was named best new artist in 2018 has four nominations, including two shared with Minaj. Karol G’s fiance, Puerto Rican rapper-singer Anuel AA, marked a major breakthrough this year as a first-time nominee. He scored seven nominations, including a bid for best new artist.
“Over the last year, we continued engaging in discussions with our members to improve the awards process and actively encouraged diverse Latin music creators to join and participate,” Latin Academy President and CEO Gabriel Abaroa Jr. said in a statement, calling this year’s nominees “a group that reflects the constant evolution of Latin music.”
As a result of last year’s debacle social media exploded as Latin artists posted images of the Grammy logo with a large red “X” across it, with words on the image reading in Spanish: “Without reggaeton, there’s no Latin Grammys.” Balvin even skipped the live show and Bad Bunny, who won best urban music album during the telecast, told the audience: “With all due respect, reggaeton is part of the Latin culture.”
To honor Latin rap and reggaeton performers, the Latin Grammys added new categories this year, including best reggaeton performance and best rap/hip-hop song.
Balvin’s 13 nominations includes several categories where he will compete with himself: Outside of album and record of the year, he’s a double nominee in the best urban music album, best urban fusion/performance and best reggaeton performance categories. Ozuna and Bad Bunny will also compete with themselves in several categories.
Others who scored multiple nominations include Juanes, Martin, Alejandro Sanz, Camilo, Carlos Vives, Kany García and Residente, the most decorated winner in the history of Latin Grammys. Rosalía, who won album of the year last year and became the first solo female performer to win the top honor since Shakira’s triumph in 2006, earned four nominations this year.
Apart from Minaj’s two nominations, other popular American artists who will compete for awards include rapper Travis Scott (best short form music video for “TKN” with Rosalía); jazz master Chick Corea and his Spanish Heart Band (best Latin jazz/jazz album for “Antidote”); DJ-producer Diplo (best urban song for “Rave de Favela” ); and rapper Tyga (best reggaeton performance for “Loco Contigo” with DJ Snake and Balvin). Justin Bieber’s right-hand songwriter, Jason Boyd aka Poo Bear, earned an album of the year nomination for his work on Jesse & Joy’s “Aire (Versión Día).”
The 21st annual Latin Grammy Awards will air live on Nov. 19 on Univision. The nominees in the 53 categories were selected from more than 18,000 entries. Songs and albums released between June 1, 2019 through May 31, 2020 were eligible for nomination.

На українському міжбанківському валютному ринку в другій половині сесії 29 вересня поновилося зростання попиту на долар, що відбилося на котируваннях. Аналітики сайту «Мінфін» вказують на вихід на ринок із купівлею долара «Сітібанку», який діє в інтересах західних інвесторів.

За даними Finance.ua, станом на 15:55 котирування сягнули 28 гривень 31,5–33,5 копійки за долар (це на 4,5 копійки вище від рівня закриття торгів 28 вересня).

Національний банк України лише частково відбив тенденції другої частини сесії. Офіційний курс на 30 вересня регулятор установив на рівні 28 гривень 30 копійок за долар – на 1 копійку менше за попередній курс.

Pompeo Urges Greece, Turkey to Resume Talks Over Territorial Spat

U.S. Secretary of State Mike Pompeo called on NATO allies Greece and Turkey Tuesday to resume talks as soon as possible to settle an increasingly contentious maritime territorial dispute in the Mediterranean Sea.
 
The two countries, which are at odds over multiple issues, have agreed to exploratory negotiations regarding an area in the eastern Mediterranean where their warships faced off last month.
 
Turkey sent a research vessel that was accompanied by warships to search for possible oil and gas drilling in an area that Greece claims territorial and economic rights. Greece responded by sending warships to the area and putting its military on alert, fueling fears of conflict.
 
Turkey has since recalled the ship, saying the move would clear the way for more talks before a two-day European Union summit that begins on Oct. 1. EU members will address the territorial disagreement and also discuss possible sanctions against Turkey that have been demanded by Cyprus, Greece and France.

Pompeo embarked on a two-day trip to Greece after the regional escalation of tensions over energy resources. He said the U.S. supports Greece’s efforts to diversify access to routes to energy sources and energy supplies. Pompeo added that Russia is a destabilizing influence in the area.
 
His visit to Greece is part of a five-day regional tour that will also take him to Croatia, Italy and the Vatican. 

Cruise Ship Company Says COVID-19 Tests of Crew Were False Positives

The Germany-based cruise ship company TUI reports Tuesday that 12 crew members aboard one of its ships touring the Greek islands, who had initially tested positive for COVID-19, showed negative results when they were re-tested.The company’s Mein Shiff 6 cruise ship had departed Sunday from Heraklion in Crete with all 922 passengers having tested negative before boarding. It was the first cruise ship to sail the Greek islands since the COVID-19 lockdown in March.The company says the ship was cruising off the island of Milos when they were made aware of initial tests results, conducted prior to the cruise.The results, from tests made of 150 members of the ship’s total 666 crew members, detected 12 COVID-19 infections. TUI says the ship headed to Piraeus, Greece’s largest port, with better access to health services and equipped to deal with any emergency.In a statement posted from its Twitter account, the company says once the ship docked, the 12 crewmembers were tested twice – once using the cruise line’s Polymerase Chain Reaction (PCR) tests and another by Greek authorities, using rapid antigen tests. They said both showed negative results.The company statement said the health authorities performed another PCR test, which “should confirm this again.” The results of those tests are expected later Tuesday.TUI went on to say “None of the 12 crew members has any symptoms. The 12 crew members as well as 24 crew members of contact group 1 were immediately isolated on board on Monday.”Those 24 crew members were also subjected to an antigen test by Greek authorities and all results were negative. Until the final results of the PCR tests are available, they will remain isolated, it added.TUI said that given that no passengers were among the contact group, no tests on them were necessary and the vessel would resume its cruise once Greek authorities give their approval.The cruise industry has taken a major hit from the pandemic, with some of the earliest large clusters of COVID-19 occurring aboard cruise ships. Voyages of large cruise ships only resumed in recent weeks in Greece after they were banned for months.

Наприкінці серпня «Нафтогаз України» повідомив, що вереснева ціна на природний газ для потреб населення у тарифі «Місячний» становить 4 гривні 70 копійок за кубометр із ПДВ, без вартості розподілу (доставки). Ціна на серпень для населення складала за цим тарифом 3 гривні 24 копійки, тобто зростання сягнуло 45%.

 

Macron Meets With Belarus Opposition Leader Tsikhanouskaya

French President Emmanuel Macron on Tuesday pledged European support for the people of Belarus after he met with opposition leader Sviatlana Tsikhanouskaya. The talks took place in the Lithuanian capital, Vilnius, where Tsikhanouskaya fled after an August presidential election in Belarus sparked a political crisis. Many in Belarus reject the official results of the election that gave another term to longtime President Alexander Lukashenko, and in the weeks following the vote thousands have protested. The European Union said last week it does not recognize Lukashenko as president, and Macron has said he must step down. 

Борг України в серпні скоротився на 17 мільярдів гривень – Міністерство фінансів

У серпні 2020 року сукупний державний та гарантований державою борг України в еквіваленті в національній валюті скоротився на 16,9 мільярда гривень та склав 2 трильйони 338 мільярдів гривень (85,1 мільярда доларів США в еквіваленті в іноземній валюті). Про це 29 вересня повідомило Міністерство фінансів України.

Державний борг скоротився переважно за рахунок зменшення боргу за облігаціями внутрішньої державної позики (ОВДП). Гарантований державою борг став меншим насамперед за рахунок зменшення заборгованості перед Міжнародним валютним фондом.

У серпні Міністерство фінансів провело чотири аукціони з розміщення ОВДП, залучивши 23,4 мільярда гривень на фінансування державного бюджету. Натомість витрати на погашення державного боргу у серпні 2020 року становили 38,7 мільярда гривень, а видатки на обслуговування державного боргу – 8,5 мільярда гривень.

За результатами другого кварталу 2020 року показник державного боргу до ВВП склав 50,8%, державного та гарантованого державою боргу до ВВП – 57,6%.
